York has lived in Loudoun County since 1986. Among his many responsibilities as a member of the Board of Supervisors, York represents Loudoun County on the Northern Virginia Transportation Authority, the Northern Virginia Regional Commission, the Virginia Association of Counties, the Metropolitan Washington Council of Governments and the National Capital Regional Transportation Planning Board. York is married to JoAnn and they have four children and eight grandchildren.

Autumn Hill/Mayfair Gets Go Ahead

Saying that it was time to move on, Chairman Scott York (R-At-Large) led the Board of Supervisors in an approval of a boundary line adjustment with the Town of Purcellville. The January 2 vote in conjunction with the town council’s vote on December 10 seemingly ensures the development of at least 257 homes on the Autumn Hill / Mayfair property.

Citizens opposed to the decision were extremely disappointed. Richard Corns, a resident of the Chestnut Hills development adjacent to the Autumn Hill property, highlighted that the board voted on the motion prior to the meeting’s public comment period. “After I spoke, someone informed me that the board had already voted to approve the annex and “It was time to move on. How can I move on when my home has no chance in recovering the lost value? Maybe Scott York can absorb a $700k loss on his home – I cannot.” … Continue Reading

BOS Poised To Give New Powers To The Commissioner of Revenue

Should political appointees have any job protections? The Loudoun County Board of Supervisors (BOS) will vote on two such items at its December 5 business meeting: An amendment to the county’s ordinances replacing a non-elected, professionally certified real estate appraiser known as the county assessor with the elected commissioner of revenue and a revision of employment policies for board aides. Based on public comments and off-the-record conversations, the board appears poised to send the public a very contradictory answer to this question.

A story published by The Blue Ridge Leader last month pointed out that a proposal to shift the real property assessment function to the commissioner of revenue’s office would transform the assessors from county employees into at-will political appointees. Under a Memorandum of Understanding between Loudoun County and the commissioner of revenue, they would lose protection from county grievance policies. According to former and current employees of the county, such a change might leave assessors without protection from political pressure to reduce property assessments. This could subject them to similar pressures faced by board aides, the subject of an on-going investigation. … Continue Reading

I am sure you will remember the several conversations you and I have had about Sterling district supervisor Eugene Delgaudio. Thus, we bothknow what you think of his fitness for office. In 2007, you had the political and personal courage to endorse Mr. Delgaudio’s opponent.

You did not let party or politics stop you from acting in the best interests of your community.
